the thing was that people felt that if a couple of people put in a lot of money, they would be leveraging everyone else's numbers to take large portions of the winnings and reducing the take of everyone else.
On a $300M jackpot, and 100 people giving $1 each, with $200 someone could take $200M, and everyone else goes from $3M to $1. Essentially, the one is taking $2M from everyone else.
