that's a level below Agency Head. It's where alot of these types of decisions get made. It's where some of the intelligence leading up to our invasion of Iraq was massaged (that which was even discussed in groups).
The silly thing is guys like McCain know this. They know where the decisions are made and at what level for things like this.
This is all manufactured outrage. It happens on both sides. By the time the decision has been made it's already too late. The rest of it is theater.
