known at the time*, that is NOT Rice's fault.
Also, it was a *consulate* NOT an embassy. Consulates are much more lightly staffed and the responsibility for protecting the facility and its occupants rests with the host nation, not with the guest nation.
I have no doubt the consulate staff asked for more protection, but I also believe that resources are slender and we have a LOT of consulates requesting extra protection. The threat looks very credible in hindsight, but probably looked minimal before hand.
And I also believe that AQ is on its heels in most areas and that this attack pretty much reinforces that. 11 years ago they hijacked 3 planes and killed 3000 people. This year they killed 4 people and trashed a consulate.
I'd much rather they hadn't succeeded, but I also expect that we will never be able to protect every american asset from every threat. AQ will occassionaly get lucky. That doesn't mean they are the threat they once were, just that they are persistent and so splintered that it is hard to infiltrate them.
