What I think is more important than the communication to the public is how they acted on the intel behind the scenes.

If they gradually gained evidence that it was an Al Quaeda attack but did nothing to follow up, that's bad. It also would have been bad to have known one thing and sell a different story to the UN and the public in order to ramp up to an invasion and a war there. If they didn't do that, that's good.
