I don't like Wal-Mart either but some people who live check to check need to cash it the day they get it.

If they don't have enough money in the bank than they'll have to wait for it to clear which doesn't work for a lot of people.
Hence the reason people use check cashing stores. I had to use one for many years.
Other people can't have a bank account because of a lien or other financial issues.
I hate Wal-Mart as much as the next person but $3 to cash a check that normally costs $20+ to cash at a check cashing store is a great deal.
