It's basically a personal income tax exempting capital income (dividends, business profits, interest) and a business tax that is supposed to tax 25% of a firm's cash flow.
I'm not sure why you wouldn't just tax the firm's cash flow and disallow the deduction for wages. That way, people wouldn't have to file tax returns.
Businesses would literally bury any Congressperson that voted for this. It's as much of a quadricorn as the 23% Federal sales tax proposal.
