I think it would be fun to create unbalanced teams but have rules like that in place.

Like, put Bery, tru and I on the same team, but we can't kill you, Eag or Kelly. Instead, we can only kill Remlik, Krusty or Reagen. Stuff like that has been tried in the past, and it's a lot of fun because there are instances where the better player has no choice but to run since they cannot attack the player pursuing them.
