I want to open up a shooting range for all these "Heroes" to expose them for the swaggering dangers to the public they really would be.

99% of the people talking shit about how they'd stop these situations are fully out of their fucking minds.
I got a friend who boasts this shit and I charitably wouldn't trust him with a laser-tag gun; much less a deadly firearm in a live-fire situation.
He wants to be a cop and I've off-handedly made the comment that I fully expect to end up in a miles-long procession attending his funeral if that ever comes to pass.
Most of these people are that dude in Dark Knight on the ferry...who demanded the responsibility to blow up the convict ferry, but pissed himself the moment it was real.
Me, I know I'd piss myself in that situation, which puts me ahead of 95% of the wannabe heroes buying weapons.
