The first step is making it illegal to even possess them. Just making them illegal doesn't make them disappear.

It's the first step of a process.
Again: there is no magic easy *or* fast solution. By avoiding the hard, but realistic, long term solution, because we only want fast and easy is cutting off our nose to spite our face.
