That can't be the reasonign in this case.

Since for the longest time, syndication was 100 episodes. It is still close, but a show could possibly do it with less. Happy Endings isn't close. They will finish the season just over halfway to that goal. Though it has the bonus of an episode that I think ABC never aired as a selling point.
They also need to either incorporate that into the number for their renew/cancel index, or call it something else.
