He's not the first kid who picked the wrong plan and racked up a bill. I didn't even think plans let you have a smart phone without a data plan.

Can he (or Dave, or his mom) call the carrier and negotiate a reduced bill, paired with an appropriate service plan?
Because otherwise I might just not pay it at all and change carriers. I get teaching a lesson but to the tune of $3,000...?
