the Senate has passed a bill extending the Bush-era tax cuts for households making less than $250,000, which has not been taken up by the House.

there are procedural rules in the Senate that require a certain amount of debate before a vote can be taken on a new bill for a broader deal, and those can only be bypassed with unanimous consent.
