Except there is a solution to a pork-filled bill. There is no solution to the House refusing to do anything.

That's a distinct difference.
Sure, pork is a (bipartisan) problem, but this wasn't a take-it-or-leave-it bill. The House had the option to A) take it B) amend it C) leave it. You are ignoring Option B's existence.
