DCA is (by far) closest to the city (right next to it in fact) but due to perimeter rules, you won't get a non-stop there from the West Coast.

If you don't mind a connection though, DCA is the best choice.
I'll defer to locals on IAD vs BWI as a backup choice. I think IAD is closer that BWI, but can't swear by it.
