Central is dangerous because it is the third world, and is home to many scary anarchist and rebel movements. Congo is horrible right now. North Africa

is either very safe or very dangerous depending where you are. The tourist places (Tunisia, much of Morocco) are fine. Most of Algerian and Mali are extremely dangerous, because of the risk of abduction. Even in Algiers I was not allowed to go anywhere without telling the embassy and without a police escort, and the hotel was under heavier guard than any US army base I have ever visited.
