Not sure what you're asking, but I think I get at it in my post below. Essentially the use of a financial institution is irrelevant since the - pmb Jan 23, 08:02
the main charges at hand would be wire fraud, I'd imagine, so I'm assuming that's where the penalty clause is attached. - znufrii Jan 23, 08:01
