not sure what you are arguing, but I'm pretty certain federal dictates that the pop sizes can't deviate too much from one to another within a state. -- nm - Don Homer Jan 23, 10:29
the census says all districts are between 650k and 850k in size. The two largest are 10 and 11 in NoVA. - spamlet Jan 23, 10:25 1
