1) some districts have way more people than other districts (they aren't identical in population size, but they are all relatively similar)
2) some districts are gerrymandered such that, for example, Blacks (e.g., Democrats) are cut up to thin their overall representation and put in a small number of districts and others (e.g., white males) are spread out everywhere else
