it depends on what election you're talking about

as far as I know, there is nothing stopping any state legislature from coming up with their own way of running their elections for members of congress.
for the presidential election you still have to deal with the electoral college, which would either require a constitutional amendment to change or for states with enough electoral votes to change the way they are allocated (see: popular vote compact) so as to render it irrelevant.
