mafic, Reform's mandate wasn't region-only though. Manning always to change Canada and not just "defend the west".

And even then, by the 1997 election, Reform's focus was to win over Canada and they were still perceived as a regional party, the whole move to the Canadian Alliance was to try and overcome that.

Reform wanted to be a national party that could govern. The Bloc want to be a lobby group with no responsiblity.
