If the sink sits on an exterior wall it could be frozen, but

The hot side being unaffected seems weird, since the water in the pipes isn't actively heated and the hot supply line would freeze up almost as quickly as the cold supply line.
It's possible you just have a fault in the faucet.
Try this: turn the water off under the sink and disconnect the supply line from the faucet. Turn the water back on just a small bit. If you get water out of the supply line, it is the faucet. If you don't get water, it's a problem in the pipes
