Could be ABC (or the studio) instead of Fios.

This is, I believe, the first year The Mentalist (and maybe the lead-in for it) are available on demand and/or online. I don't know why they weren't before, but they are now due to potential NFL overruns earlier in the season. Like in that case, it could be the decision of the network that has The Neighbors unavailable.
