I think someone at BSA realized it's more likely the opposite.

The people who say they would be pulling their kids/themselves? Those people would probably do that soon anyway, once their kids effectively aged out. But for the people in their early 20's (and teens) who will be starting families (relatively) soon, many of them probably wouldn't even having their kids join an exclusionary organization. Most of the rest probably don't care. They will lose few a people if they change the policy. But failure to make the change will likely cause the organization to atrophy and then disappear.
