Especially if, like this pastor, you regularly dine at the same place. And it would really suck for those who give good service to a large group only to get stiffed, especially when taxes are determined as if you were tipped at least 8% on that order. And that would happen regularly, even to those who give great service.
The downside would be that those getting 18% automatically are less inclined to give great service. And my guess would be that some places the top servers beg off large groups.
