The main mission isn't very full and can be completed well before reaching level 20.

The side missions are probably the best thing to focus on since the game ends after the last mission and you can't continue to wander the wasteland.
I had done all the main missions except the last and then just started knocking off the side missions I hadn't yet completed.
I beat the game eventually and just went back to my last save point and started wandering.
