I don't think Felcity is supposed to be likable. She's an anti-hero character if not an outright villain. (spoils)

I get that they're giving us the underlying motivations for what she's doing, but in the end she's trying to take down our country so she's a villain. I imagine the narrative arc involves her eventually coming over to the good side.
