first, I think in any federal system programs should be tailored to regions. different places, different needs.
as for quebec getting most of the transfer money, well they're the biggest of the have-nots, they're actually second lowest per capita this year. I wouldn't mind seeing the system reformed, but every premier except McGuinty and Stelmach (and maybe, *maybe* Campbell) would cry bloody murder, so it probably won't happen any time soon.
you could make the argument you're making about any of the equalization-receiving provinces. since the program began, it's pretty much been the same provinces receiving, with only a little variation (QC, maritimes, SK, MB, though I think ON is the only province that's never received). the premiers of those provinces are largely more federalist (except maybe Danny Williams), but honestly every premier has always demanded more money and more autonomy from Ottawa. it's what good premiers do.
