Yes and no. Many premiers have been federalist - Lougheed, Peterson, even a guy like Wells would have an argument to the claim.

If there has been one major fallout from the constitutional wars, it is the notion that a Premier isn't doing his job unless he universally puts his province ahead of everyone else, but again, we'll discuss this another time because it would be a fun discussion.
