I guess I'm just surprised that it's only 25%.

But then again, I'm more accustomed to fundraisers like, say, a spaghetti dinner at a local community hall, where all proceeds go to the family, all goods are donated or at a reduced cost, etc.
I could either spend $10 at CFA and have $2.50 go to the family, or I could donate $5 and have all of that go to the family. (Maybe I'm just thinking this is ridiculous because of my views of CFA. That's probably the case.)
