I've heard the doctors and nurses in the ER talking about this over the last few months and none are happy with this decision.

They feel it's too strict and burdensome to have the limitations set across the board. Medicine, as you know, runs on a case by case basis. To have pain management be handled in this fashion will be a massive failure and the patients are going to suffer because of it.
