Until they stop having to get Congress' permission for every change in postage and pay rates

they'll probably never be profitable.
Heck, I'm not sure it's possible to set the standard of delivering to every street address 5 days a week and be profitable.
But I think that standard still has value.
And one thing I think they ought to force is that every envelope sent with a bill to a consumer should have prepaid postage on it.
