the guy who invented email (he put the @ in the command) first proposed this back when the internet was just a couple pdp's

the charging of 'mills' or 1/1000th of a cent for emails or royalties for reading articles retreving files would have paid for connect charges and built the pipes and would have prevented spam (if you mail a hundred emails to friends, that's 1/10th of a cent, but if you get charged 35 bucks when someone hacks your machine and sends out 35m a day (average for a spammer) then you will make sure your server is secure.
