There a couple things about this that strike me as funny or interesting.

One is that Rubio or the person in charge of set-up decided on a bottle rather than a tumbler of water; and they decided to put it out of arm's reach. The other is how how he keeps his eyes on the camera though most of the reach and drink, which kind of gives him a deer-in-the-headlights look.
