I don't think the fine dining aspect of things has been part of "foodie"-dom for years, not since there were more people called

gourmands or epicureans.
to me, being a foodie is more about appreciation for food and food experiences as a hobby, more than just cooking or eating out to sate hunger or for convenience.
think about foodies and gourmet food trucks, for example - those aren't high end. some people actually make a focus finding inexpensive yet unique food.
