So, how do they change the problem with Women's MMA?

The money are training opportunities the UFC provides (especially the latter) should help. But they still need fighters.
You can build a division without a tournament. They currently have a title fight and a (presumably) #1 contender fight scheduled. They also have 2 other fighters announced, and claims of 10 women in that weight class signed. You build it through the title fight, the top contender fight, the winner of those two in a title fight, and another top contender fight. With some of the losers of the previous fights fighting in there as well. They all apparently have deals for at least 3 fights.
I agree with the likely result, but there isn't much they could do to change that at the moment. People either don't want to fight her, aren't yet close to her level, can't/won't make weight, or have recently lost to her. And some that may or may not fit that are signed elsewhere.
Some Strikeforce champs were given title shots. Others probably didn't deserve them, with the UFC having much stronger fighters in that division. But UFC had no women's division, so no belt to fight for. And some (Overreem) were just let go at some point.
I get the point of lack of experience. But I also think that lack of experience against good fighters is a problem across women's MMA. And it does her no good to fight lesser opponents just to have more fights, and does a disservice to the sport to stop the best fighter from fighting for the belt because of lack of experience. Especially when those lesser fighters might pass on the fight, which they probably should. Experience doesn't help much if it isn't against someone at your level. It currently looks like the only people that approach that for Rousey are title contenders. She is also about more than the armbar, specifically getting into position to apply the armbar.
Headling the PPV was probably mostly due to scheduling. They needed a title fight for the PPV. The next one is GSP. I don't think they want him fighting twice in 3 months time after missing over a year. And also to capitalize on the hype. The first women's title fight has to headline a PPV. If it is great, you didn't give it away for free. If it sucks, it would hardly be alone in disappointing PPV main events.
And she gets the hype because of her dominance. She's won every fight in less than a minute. The lone exception was still over in the first round and was greatly lengthened by Tate's toughness/perseverance.
