I think the scenario went something like this:
Sales are lower than expected/hoped.
Figure this is the way to get a sales bump.
Increase the print run for this issue.
Talk to friends in the press, ask them to do a story on the issue and make sure everyone knows what happens in the issue.
Hope the sales bump for that issue leads to a bump in future sales. (This is one area where they made a mistake.)
It's a move they stole from Marvel with Cap and then Spidey.
