It took me a while to find out what the SHIELD Act would actually do, but the thrust of it is that it would penalise patent holders if they sue

This would be great for big companies with lots of cash like Apple and Google, but I'm not sure how it would protect the little guys.
I think it would be better to tackle the basic issue, which is that patents are sometimes given out to products or services that are not new or innovative, or that they are vaguely defined which means that they can be interpreted more broadly than they should be.
