Rick was in a coma for 2 months after the outbreak. Season one was less than a week. Season two started the next day and was less than 3 weeks. The longest gap was between season two and season three. That was about 7 months. Maybe 3 weeks so far this season. So the outbreak has been a bit under 11 months, and Rick has been around a bit under 9 months.
That guy was just one guy of probably many others who befell a similar fate. The big surprise is that he lived that long. But judging by the look of him and his pack, he just recently went out into the world after being holed up somewhere for most of the time. Walking, with apparently no weapons, lugging around a huge pack? He can't have been on the road long. Running after a car screaming is a great way to attract zombies, so of course he was dead on their way back through.
