I believe the people Daryl saved had a baby with them. And they were people he could save and then let be on their way. He was also on foot.
The hitcher was only going to be a hindrance to Rick. Rick was on a mission, under time constraints, traveling with one person who he didn't fully trust and another person whose abilities he didn't fully trust. It wasn't the time to be picking up noisy strangers with poor planning abilities.
