Because most people zone out for July/August so why spend General Election money in dead zones?

You wait till late, you nomiante, you get your General Election money and then you spend like drunken sailors in the last 10 weeks of the campaign when people are paying attention.
Money spent in July/August is typically the last vestiges of your primary fund...which Romney was low on becuase, he actually had a primary. Obama hit him hard in August over Romney's own words but that's becuase Obama could wait to spend primary money.
And guess what, that's not a problem with the primary; that's a probelm with not being the incumbent.
