Spacey is Congressman Underwood, Democratic whip. He gets burned for the Secretary of State job so he conspires to take down the actual candidate and puts in his own preferred choice.
Robin Wright is his evil wife Robin Wright, who runs a clean water charity who fires half her staff so she can bring on board a small start-up and bring clean water to Africa.
Underwood's got a plan to run a boozy Congressman, Peter Russo, for gov. of Pennsylvania but he's actually got other plans. He intentionally torpedo's Russo's candidacy so he can get the V.P. to leave the White House and run again for Gov. of Penn. Once the V.P. is out of the office, Underwood positions himself to become the new V.P. When Russo goes off the reservation after falling apart during a drunken radio interview, Underwood finds him and kills him, making it look like a suicide.
