Great idea until there's an emergency an ambulance can't get down a street because the city was too cheap to plow.

And why doesn't a city that gets significant snowfall every year not have their own sanitation department plow every road? Don't their taxes pay for that service?
That shit would never fly here. The mayor would have his head on a pike.
