I think that some people get stuck in that developmental stage where punishment is not a deterrent at all, it's even a motivator.

They never advance beyond the "invincible teenager" mentality.
Prison to punish them doesn't help them grow up, generally. All it does is perpetuate an incarceration state, and it does nothing to help society.
