He did it 114,000 times and submitted the output to a journalist and contacted AT&T in tandem with that release.
He literally went to prison for loading a web page that anyone on the internet could load.
AT&T fucked up, it's their responsibility, and they co-opted an entirely willing and overzealous justice departement to cover their ass.
