it may or may not be, depending on the volume of changes worked into the bill, which they can't really know until their staff gets through it.

like, party leadership might say "only so much has changed" and even provide a summary of it, but i would like to think people are voting their own minds and state's interests. especially on what will (hopefully) be the biggest spending bill of their term.
