As much as the consultants deserve blame, they aren't alone.
|
Somebody had to approve their changes, and (erroneously) agree that all their changes were for the better. You don't go ahead with the changes if you realize that they make things worse. So whoever okayed(sp?) the changeover deserves a large part of the blame as well.
