its not really specified thats an actual supernatural ability. I think they just use fancy filming techniques to show you were his mind goes.
But he essentially is able to enter a crime scene and ascertain exactly what motivates the person commiting the crimes.
In the pilot, Lecter explains to Crawford that Will is an exceptionally empathetic person. And is able to see anyones point of view. Or something like that.
definitely check the pilot out when you can.
