Which is not the same as having the perpetrator(s) in custody.

The guy detained was apparently a "citizen's arrest" thing because some white dude thought some brown dude near an explosion looked sketchy.
Maybe the white dude ends up being right, but I'm not going to hold my breath in expectation of it being so.
