I think they take into consideration people who paid by not-trackable means and/or didn't keep receipts, etc. for sure, I received settlements for

activia yogurt and a couple of other items I purchased but for which I didn't have receipts after x years. I'm a receipt squirrel, but even I let smaller non-tax receipts go before too too long; and my financial software isn't *that* detailed usually. ;) -
as cap. said, at least some of that (and I'm sure some fraud) is balanced by people who just don't file.
