for the city, the best rates in good to ok locations look to be in the 300s and up.
there is the Inn at the Opera, which actually gets pretty good reviews is 1 mile from Union Square, 2 from Fisherman's Wharf and is coming through at $152 a night, not including taxes. the downside? the room is 215 square feet. oof.
if you go outside the city, say by the airport, there are much much nicer hotels at not that bad rates - example: 4-star Hyatt Regency by the airport:
